That's the son from Ramsan Kadyrow beating up a Russian soldier
It's Russia. The beaten guy is Nikita Zhuravel, he's arrested after burning quram in Volgograd city (there is bill in russian criminal code about blasphemy or "insulting feelings of believers", the sentence could be a prison for a few years).
After this Putin himself ordered to send this guy in Chechnya for detention, it's a muslim region, so, as Putin said, "he should learn the lesson". The leader of Chechen republic, Ramzan Kadyrov, then visited Zhuravel to make him apologize, but "didn't believe him" and after this, his son, Adam Kadyrov beat the guy, as the video shows.
It became viral in media (btw, Ramzan himself published the video in his Telegram, commenting that he's proud of his son), with wide negative reaction from audience qustioning "What's about the law?", but no official response from authorities was given. Even more, Adam was officialy awarded by his father and by couple of other regional leaders of national republics. Many believe that Kadyrov did this intentionally to demonstrate that he's above the law and even Putin is so weak now, that prefer not to meddle
