The driver is responsible for allowing it or encouraging it, and for having her fucking phone out trying to document the shenanigans. The woman hanging out the window is ultimately responsible for her actions beyond being just a belted passenger.
Wouldn't be surprised to learn drugs and/ or alcohol were involved.
